Executive Summary

Europe is entering a new era of AI transparency as key requirements under the EU AI Act take effect. Companies must provide clear disclosures when people interact with AI systems and identify AI-generated or manipulated text, audio and visual content. With significant financial penalties for non-compliance, the rules aim to address deepfakes, disinformation and declining trust in digital information. Given the EU’s global regulatory influence, these requirements could also shape how AI companies operate beyond Europe.

EU AI Act: New Rules Force AI Companies to Be Transparent

One of the key regulations regarding artificial intelligence became a reality in October this year. The new law on AI transparency in accordance with the AI Act of the European Union came into effect, requiring the companies to disclose information to citizens about their interaction with the AI system.

It is also necessary to clearly label the use of AI-generated or manipulated content such as text, audio, or visual media. Non-compliance with this rule will result in a fine of up to 15 million euros or 3% of their turnover.

These disclosure requirements are contained within the AI Act, which according to official communications is the world's first AI regulation framework. This will imply that users all over Europe should expect more transparency when communicating with chatbots, when looking at artificial imagery or hearing synthetic speech. The reason behind this is the concern that exists about deep fakes and disinformation and the loss of trust over digital information.

Because of the precedent set by the EU in terms of setting regulations that have an impact all over the world, this legislation may affect the activities of AI companies outside Europe too.
